Adult Safeguarding LGA Peer Review

NLC LogoI spent last week working as a LGA Peer having been invited by North Lincolnshire Council (NLC) to be a part of a team looking at their Adult Safeguarding arrangements, their preparedness for both the Better Care Fund and the implementation of the Care Act. All these are rather hidden aspects of the roles of councils as they work with residents, communities and providers both public through the many arms of the NHS and privately with home care and residential Home but as we know when things go wrong, people expectations are high and something Council’s take very seriously.

The team was lead Marcus Coulson from the LGA, alongside Professor Graeme Betts a former DAS and PCT CE, Amanda Blake as a highly experienced Police officer was the Police Peer, Paula Youell who I used to work with at Suffolk County Council and is in charge of Adult Safe guarding in Suffolk and Marion Usher who’s had a distinguished career in the social care services, all of them deeply understand the issues any council face.

I was really pleased to be a part of the team, as NLC have merged their Children’s and Adult Social Care services into a Peoples Directorate. Always something that Councillors in charge of Adult Services are toying with, but in NLC the Leader of the Council Cllr. Liz Redfern and Cabinet Member Cllr. Rob Waltham have done more than just talk about it and made it happen so really interesting to see the thoughts in action and the opportunities and challenges this presents.

The other aspect of a successful peer review is the degree of candour with which people explain their services and working relationships and how they truly see their service and the team, partners and service users they work with, as we interviewed them to build our picture of the service and prepare the initial presentation and work on our final report.

These things are serious and to some extent hard work with days starting at 8am and usually back to the hotel about 7pm to have dinner and discuss the day’s findings. But the reaction from the 70 or so people who gathered to hear our presentation last Friday showed us that our work was valued and hopefully we will have helped a great team do even better.
